A second opposition manifesto has been circulated over recent weeks in Mogadishu. This document, written in Somali, supports the views of the first manifesto of the Council for National Reconciliation and Salvation (CNRS), even though it seems to have come from a different source.
It lays out the terms for a process of democratization and demands the holding of a national conference involving all political groups in the country: members of the present government, members of the central committee of the Somali Revolutionary Socialist Party (SRSP), representatives of the military opposition, intellectuals etc.
The brief of this conference would be to establish a Provisional Council, which would take charge of governmental affairs during a transitional period. During this period, the current discussions on the constitution would be suspended, as would the laws preventing free expression of views.
The document is directed as much at the military opposition as at the govern mental military forces whom it asks to show their responsibility by not oppos ing the democratic process.
The fact that the document seems to have attracted support from various quarters, including certain sectors of the administration and the army, would seem to indicate that it could form the basis of a compromise.
Reports had it that a third manifesto was being drafted, setting out time limits.
